Billy is a senior advisor of 3 Capital Partners. With more than 30 years of management, taxation, and finance experience, he advises the firm on its corporate strategy and structure development.
Billy is an independent director of Mosel Vitelic Inc, a Taiwan listed company, and MNC Media Investment Limited, an Australia listed company. He has previously served as an independent director for a number of listed companies in the United States, Hong Kong and Taiwan. He was also a member of the Board of Governor for the Shanghai American Chamber of Commerce.
Billy has spent nearly 24 years of his professional career at PricewaterhouseCoopers (PwC). Starting in the San Francisco office in 1986, he later became the first business and tax advisory partner of the Shanghai office in 1996 and led PwC in the establishment of several professional services in China. Billy has been advising multinational technology groups on their expansion and business planning in Asia, with extensive experience in mergers and acquisitions, market access, investment structures, financing, taxation, regulation and compliance.
Originally from Taipei, Billy holds B.S. in Accounting, Summa Cum Laude, from St. John's University and Juris Doctor from the University of California, Hastings College of the Law. He is an Attorney-at-Law and Certified Public Accountant in the State of California.
